INFORMATION LITERACY COMPETENCY STANDARDS FOR HIGHER EDUCATION

Information Literacy Competency Standards for Higher Education outline the core abilities students need to engage effectively with information in academic settings. These standards frame information literacy as an interplay of critical reasoning, ethical judgment, and operational skills that support informed participation in knowledge environments (Bruce, 2008). The first standard emphasises the learner’s capacity to clarify the nature and scope of the information required. This involves interpreting the research task, identifying relevant concepts, and selecting information sources suited to the inquiry (Head & Eisenberg, 2010). The second standard highlights the practical skills needed to retrieve information efficiently, including constructing purposeful search strategies and navigating digital and library systems effectively (Badke, 2017). The third standard focuses on evaluative competence. Students must be able to scrutinize information for reliability, authority, and relevance, and recognise potential biases or limitations before integrating it into their reasoning (Metzger & Flanagin, 2013). The fourth standard addresses the use of information to achieve clearly defined academic or professional goals, requiring individuals to synthesise ideas logically and communicate them coherently in appropriate formats (ACRL, 2000). The fifth standard foregrounds ethical and legal considerations. Learners are expected to respect intellectual property, cite sources accurately, and observe the norms of academic integrity when using information (Purdy, 2010). Finally, the sixth standard positions information literacy as a continual developmental process. As information systems, technologies, and scholarly practices evolve, individuals must adapt and refine their information practices across their academic and professional lives (Lloyd, 2010). Collectively, these standards present information literacy as a multifaceted competency that integrates critical inquiry, responsible practice, and ongoing learning.
